The Housing Land Advocates was formed in 2004 as the Oregon Alliance for Land Use and Affordable Housing. We are a 501(c)(3) charitable corporation, and pursue our work as an entirely volunteer-run and -operated organization.
Our board of directors is comprised of land use planners, attorneys, lenders, researchers, students, and housing advocates and practitioners with a demonstrated commitment to affordable housing.

Jennifer has been a long time advocate for affordable housing and uses her past experience as a grassroots campaign manager and land use consultant to help make Housing Land Advocates as effective as possible.

Jamin Kimmell, Secretary
Senior Associate, Cascadia Partners
Jamin is an urban planner with experience working for a range of small and large cities across Oregon. His areas of expertise includes development code reform, housing planning, urban design, and economic development. Jamin is a graduate of the Masters of Urban and Regional Planning program at Portland State University.

Ed Sullivan
Ed is a retied attorney and former owner in the Portland office of Garvey, Schubert Barer. Ed has practiced municipal, administrative, and planning law for over 42 years and is a co-founder of Housing Land Advocates.

Victor Ceasar
Development Specialist, Vancouver Housing Authority
Victor is a graduate of the Master of Urban and Regional Planning program at Portland State University with a focus in Community Economic Development. In his career Victor has worked in Colorado, Oregon, and Washington State coordinating development projects that utilize a range of local, state, and federal funding sources to build and maintain affordable housing.

Ben Schonberger
Planner, Winterbrook Planning
Ben is a professional land use planner with expertise in zoning, advocacy, and site development and design. Over the last decade, he has worked as a planning consultant with a wide variety of public, private, and non-profit organizations.

Laurie Hauber
Staff Attorney, Lane County Legal Aid/Oregon Law Center
Laurie Hauber is new to Oregon and recently joined Lane County Legal Aid/Oregon Law Center to focus on affordable housing issues. She has practiced community and economic development law for much of her legal career, with an emphasis on nonprofit law, micro-entrepreneurship, and social enterprise.

Jean is a veteran and graduate student seeking to find ways for the market to create more affordable housing in the greater Portland area. She is passionate about the ways our built environment can make happier, healthier, and more diverse communities.

Student, Willamette Law School
Caleb is a third year law student who assists with the Board’s PAPA project. His studies focus on land use, municipal, and administrative law. He is passionate about issues of constitutional and statutory interpretation.
